    I was able to replace the flat belt without removing the PCB. I cut the old belt to make to easier to remove and pulled it out.  Then lifted the PCB very slightly to be able to squeeze the new belt under the PCB and over the top of the metal drive pulley.  To attach flat belt to the small white plastic pulley I used a wooden (disposable) coffee stirrer to stretch the belt over the pulley before snapping the metal frame in place.

    I am still having issues  with the deck locking up.  Motor and drive pulley all work perfectly  but when changing direction of tape the mechanism locks up .  I can hear the solenoids  click and the very quiet motor start and stop .  Planning to remove deck again to inspect.  This was a problem  before I replaced the belts so I know it wasn’t something I caused during cleaning and belt replace.

    Any advice/ help would be appreciated.
