Beomaster 4000 tuning lights & meter

I have just refurbished my BM4000 with the Danish sound parts kit, everything is working well apart from the tuning signal lights and meter. Both side of the lamps have 15 volts (hence no light) and from the diagram there should be 8.8v at TR11-15.

Are there any tips or common faults with this circuit ?

Can I also add that the collector  of TR9 has zero volts, I can’t figure why.

Any ideas?
