Beogram tangential TT arm detector problem

My Beogram 3000 tangential TT has a problem with the arm detector. It is not tavelling to the center of the record. Everything works well but even moving the detector arm manually it does not move. The RPM led light at the front of arm is not glowing. I presume that this should be anything related with the photo sensor. How can I test if the photo sensor is OK? Thanks
