Beocord 2000: All lights come on

I am rebuilding a Beocord 2000 for a friend.  I replaced all of the belts OK.  The last problem is that when I plug it in – all of the lights come on (FF, REV, STOP, etc…) and just stays that way.  I’ve checked some of the bigger caps and they test fine.  Just stumped at what the issue may be.  HELP!
